If it were me, I would try going to the motherboard manufacturer website and downloading the chipset and/or USB drivers for that motherboard and reinstalling those.

Since it is a custom built computer, then one theory may be is at one time it had a manufacturer specific driver for the USB ports, but they somehow got over written or replaced by the Microsoft driver. It is a custom built computer, but has been used for over a year without this issue happening. no offense at all, I don't know how much detail you want, but it says the driver is from Microsoft I have the driver version etc. I've got absolutely no idea where to go from here, any help would be greatly appreciated!! Here's where it gets really strange though, I've got two separate USB sticks that I'm trying to get data on, stick A will only be recognized if I uninstall the driver and leave it in while Windows restarts, stick B will only be recognized if I uninstall the driver and take it out while Windows is restarting.
